செட்டிநாடு அரண்மனை சொத்துகள் யாருக்குச் சொந்தம்? -



செட்டிநாடு அரண்மனைச் சொத்துகளைப் பத்திரப்படுத்தும் விதமாக தொழிலதிபர் எம்.ஏ.எம்.ராமசாமி செட்டியார் உயில் ஒன்றை எழுதும் முயற்சியில் இருப்பதாகச் சொல்லப்படுகிறது.

எம்.ஏ.எம்.ராமசாமிக்கும் அவரது சுவீகாரப் புதல்வர் ஐயப்பன் என்ற முத்தையாவுக்கும் இடையில் நடக்கும் பனிப்போர் அடுத்த கட்டத்தை எட்டி இருக் கிறது. செட்டிநாடு அரண்மனை சம்பந்தப்பட்ட வெலிங்டன் அறக் கட்டளையில் எம்.ஏ.எம்-விசுவாசி யான ஆறு.ராமசாமிதான் செயலா ளராக இருக்கிறார். 

இதன் புரவல ராக எம்.ஏ.எம். இருக்கிறார். எம்.ஏ.எம். மூலம் பணியில் சேர்க் கப்பட்டு, தற்போது முத்தையா வின் விசுவாசியாக இருக்கும் பழனியப்பன்தான் இந்த அறக் கட்டளையின் பொருளாளராக இருக்கிறார்.

அண்மையில், இந்த அறக்கட்டளைக்குச் சொந்தமான இடங்களில் மேற்கொள்ளப்பட்ட பணிகளுக்காக செயலாளர் மூலம் வங்கிக் காசோலைகளை வழங்கி இருக்கிறார்கள். 

ஆனால், இந்தக் காசோலைகளுக்கு பணப் பரிவர்த்தனைகள் செய்யாமல் நிறுத்தி வைக்கும்படி பொருளாளர் பழனியப்பன், வங்கிகளுக்கு தகவல் கொடுத்திருக்கிறார். இதனால் ஏற்பட்ட சிக்கல்களை அடுத்து, காசோலை பணவர்த்தனைகளை நிறுத்தி வைத்ததற்கான காரணத்தைக் கேட்டு செயலாளர் ஆறு.ராமசாமி, பொருளாளர் பழனியப்பனுக்கு நோட்டீஸ் கொடுத்திருப்பதாகச் சொல்லப்படுகிறது.

அரண்மனையின் அண்மை நிகழ்வுகள் குறித்து ’தி இந்து’விடம் பேசிய அரண்மனைக்கு நெருக்க மான வட்டத்தினர் கூறியதாவது: 

சென்னையில் உள்ள ராணி மெய்யம்மை டவர்ஸ் அடுக்க கத்தில் சுமார் 250 வீடுகள் கட்டப் பட்டு விற்பனை செய்யப்பட்டன. இதில் 5 வீடுகளை மட்டும் விற் காமல் வைத்திருந்தார் எம்.ஏ.எம். ஆனால், அவருக்கே தெரியாமல் அந்த ஐந்து வீடுகளையும் விற்பனை செய்வதற்கு மொத்தமாக 95 லட்ச ரூபாய் முன் பணம் வாங்கி இருப்பது இப்போதுதான் தெரிய வந்திருக்கிறது.

இதில்லாமல், சென்னை யிலிருந்து மகாபலிபுரம் வரை சுமார் 4500 ஏக்கர் நிலங்கள் வாங்கப்பட்டுள்ளனவாம். ஐம்பதுக்கும் மேற்பட்ட புதுப் புதுக் கம்பெனிகளின் பெயரில் இந்த நிலங்கள் வாங்கப்பட்டுள்ளன. இந்த நடவடிக்கைகள் எதையும் எம்.ஏ.எம். விரும்பவில்லை. ஏற்கெனவே உள்ள செட்டிநாடு குழும நிறுவனங்களை திறம்பட நடத்தினாலே போதும் என்பது அவரது எண்ணம்.

இதனிடையே, தனக்குச் சொந்தமான சொத்துகளின் பட்டியலை பத்திரிகைகளில் விளம்பரப்படுத்திய எம்.ஏ.எம்., இந்தச் சொத்துகளின் மீது ஆளுமை செலுத்த தன்னைத் தவிர யாருக்கும் அதிகாரம் இல்லை என்பதுபோல் அறிவிப்பு கொடுத்திருந்தார். 

இதைத் தொடர்ந்து, அரண்மனைக்கு நெருக்கமான முன்னாள் நீதிபதி ஒருவரிடம் பேசிய சுவீகார புதல்வர் முத்தையா தரப்பினர், எம்.ஏ.எம். வசம் உள்ள சொத்துகளை தங்களிடம் கொடுத்துவிடும் படியும் அதற்கு ஈடாக 400 கோடி ரூபாயை மொத்தமாகவும் கூடுதலாக மாதம் ஒன்று அல்லது இரண்டு கோடி ரூபாயையும் அவருக்கு தருவதாகவும் பேசி இருக்கிறார்கள்.

இதைக் கேட்டு எம்.ஏ.எம். கொதிப்படைந்திருக்கிறார். இதையடுத்துதான் தனது சொத்துகள் தொடர்பாக அவர் உயில் எழுதும் முடிவுக்கு வந்திருக்கிறார். ஏற்கெனவே, எம்.ஏ.எம்-மின் அப்பச்சி (தகப்பனார்) முத்தையா செட்டியார் எழுதி வைத்திருக்கும் உயிலில், ‘தனக்குப் பிறகு இந்த அரண்மனைக்கு மரபுப்படி வாரிசாக வருபவர்கள் மட்டுமே அரண்மனை சொத்துக்களுக்கு உரிமை கொண்டாட முடியும்’ என்று எழுதி வைத்திருப்பதாகத் தெரிகிறது. 

அந்த உயிலை கையில் எடுத்தாலே முத்தையாவுக்கு சிக்கல் வரும். 

இந்த நிலையில் தனது சொத்துகள் தொடர்பாக எம்.ஏ.எம். எழுத தீர்மானித்திருக்கும் உயிலும் முத்தையாவுக்கு பாதகமாகத்தான் இருக்கும். 

இவ்வாறு அரண்மனை வட்டாரத்தினர் தெரிவித்தனர்.

கோயம்பேடு - ஆலந்தூர் இடையே 10 கி.மீ. நீள மெட்ரோ ரயில் தடம் தயார்:




கோயம்பேடு – ஆலந்தூர் இடையே முதலாவது மெட்ரோ ரயில் போக்குவரத்தைத் தொடங்குவதற்கு தேவையான அனைத்து ஏற்பாடுகளும் செய்யப்பட்டுவிட்டன. ஆனால், தமிழக அரசியல் மாற்றங்களால் திட்டமிட்டபடி தைப் பொங்கல் நாளில் போக்குவரத்தை தொடங்க முடியுமா என்று அதிகாரிகள் கவலையில் உள்ளனர்.

சென்னையில் போக்குவரத்து நெரிசலைச் சமாளிப்பதற்காக ரூ.14,600 கோடியில் மெட்ரோ ரயில்திட்டப் பணிகள் மேற்கொள்ளப்பட்டுள்ளன. இதற்காக இரு வழித்தடங்களில் 45 கி.மீ. தூரத்துக்கு பறக்கும் பாதை மற்றும் சுரங்கப்பாதை அமைக்கப்பட்டு வருகிறது. 

முதல்கட்டமாக கோயம்பேடு – ஆலந்தூர் இடையே 10 கி.மீ. நீள பறக்கும் பாதையில் மெட்ரோ ரயில் போக்குவரத்தை தைப் பொங்கல் நாளில் தொடங்க முடிவு செய்யப்பட்டது. அதற்கான ஏற்பாடுகள் ஏறக்குறைய நடந்து முடிந்துவிட்டன.

அதிநவீன சிக்னல்

மெட்ரோ ரயில் பாதையில் அமைக்கப்பட்டுள்ள அதிநவீன சிக்னல் செயல்பாடு குறித்து ‘சீமென்ஸ்’ நிறுவனம் ஆய்வுசெய்து, ‘இண்டிபென்டன்ட் சேப்டி அசெஸர்’ சான்று அளிக்க வேண்டும்.

 அதைத்தொடர்ந்து ரயில்வே பாதுகாப்பு ஆணையர், மெட்ரோ ரயிலை வேகமாக இயக்கி இறுதிக்கட்ட ஆய்வு மேற்கொண்டு அனுமதிச் சான்று அளிப்பார். இந்த 2 பணிகளும் டிசம்பர் மாதத்துக்குள் முடிந்துவிடும்.
ஆனால், தற்போது தமிழக அரசியலில் ஏற்பட்டுள்ள மாற்றங்களால் திட்டமிட்டபடி தைப் பொங்கல் நாளில் முதலாவது மெட்ரோ ரயில் போக்குவரத்தை தொடங்க முடியுமா என்று அதிகாரிகள் கவலையில் உள்ளனர்.

இதுகுறித்து சென்னை மெட்ரோ ரயில் நிறுவன அதிகாரி ஒருவர் கூறியதாவது:

கோயம்பேடு – ஆலந்தூர் இடையே உலகத் தரத்தில் ரயில் தண்டவாளம், 7 ரயில் நிலையங்கள், 10 மெட்ரோ ரயில்கள், கோயம்பேட்டில் பணிமனை மற்றும் கட்டுப்பாட்டு அறை என அனைத்தும் தயார் நிலையில் உள்ளன. சோதனை ஓட்டமும் நடந்து கொண்டிருக்கிறது.

7 ரயில் நிலையங்கள்

கோயம்பேடு, சென்னை புறநகர் பேருந்து நிலையம் (சி.எம்.பி.டி.)., அரும்பாக்கம், வடபழனி, கே.கே.நகர், சிட்கோ, ஆலந்தூர் ஆகிய 7 ரயில் நிலையங்களில் 98 சதவீத பணிகள் முடிந்துவிட்டன. ரயில்வே பாதுகாப்பு ஆணையரின் இறுதிக்கட்ட ஆய்வு முடிந்ததும் பறக்கும் ரயில் நிலையங்களில் வர்ணம் தீட்டும் பணி ஒரு வாரத்தில் முடிக்கப்படும்.
மனிதத் தவறை துல்லியமாகக் கண்டறிய ரயில் நிலையம் மற்றும் மெட்ரோ ரயில்களில் நவீன கண்காணிப்பு கேமராக்கள் பொருத்தப்பட்டுள்ளன. காபி ஷாப், ஏடிஎம், புக் ஸ்டால் போன்றவற்றை அவுட்சோர்ஸிங் முறையில் தனியாரிடம் ஒப்படைப்பதற்கான பணிகள் நடக்கின்றன.

குறைந்தபட்ச கட்டணம் ரூ.10

சென்னை மெட்ரோ ரயில் டிக்கெட் கட்டண விவரம் குறித்து,மத்திய நகர்ப்புற மேம்பாட்டு அமைச்சகத்துக்கு அனுப்பப்பட்ட அறிக்கைக்கு ஒப்புதல் கிடைத்துவிட்டது. அதை தமிழக அரசின் ஒப்புதலுக்காக அனுப்பியுள்ளோம். குறைந்தபட்ச கட்டணம் ரூ.10ஆகவும் ஒவ்வொரு ஸ்டேஷனுக்கும் ரூ.5 வீதம் கூடுதலாக கட்டணம்வசூலிக்கப்படும். இக்கட்டணத்தை தமிழக அரசு அப்படியே அறிவிக்கலாம் அல்லது குறைக்கலாம்.

மெட்ரோ ரயில் நிலையம் ஒவ்வொன்றும் ரூ.100 கோடியில் அமைக்கப்பட்டுள்ளன. 2 அடுக்குகொண்ட ஆலந்தூர் ரயில் நிலையம் மட்டும் ரூ.200 கோடி செலவில் அமைந்துள்ளது. கோயம்பேடு – ஆலந்தூர் இடையேயான மெட்ரோ ரயில் பணிகளுக்கு மட்டும் ரூ.4 ஆயிரம் கோடி செலவாகியுள்ளது.

கட்டமைப்புகள் வீணாகும்

தமிழகத்தில் தற்போது ஏற்பட்டுள்ள அரசியல் மாற்றங்களால் முதலாவது மெட்ரோ ரயில் போக்குவரத்தை தொடங்குவதில் தாமதம் ஏற்படுமோ என்று கவலையாக உள்ளது. குறித்த காலத்தில்போக்குவரத்தை தொடங்காவிட்டால், ரூ.4 ஆயிரம் கோடியில் அமைக்கப்பட்டுள்ள மெட்ரோ ரயில் கட்டமைப்புகள் பொலிவிழந்துவீணாகும். அதைத் தடுக்க வேண்டுமானால் குறிப்பிட்ட காலத்தில் மெட்ரோ ரயில் போக்குவரத்தை தொடங்க வேண்டும்.

சென்னை மாநகர வாக்காளர் எண்ணிக்கை 37.76 லட்சமாக உயர்வு

சென்னை மாநகர வரைவு வாக்காளர் பட்டியலை மாநகராட்சி ஆணையர் விக்ரம் கபூர் நேற்று வெளியிட்டார். மாநகர வாக்காளர்களின் எண்ணிக்கை 37.76 லட்சமாக உயர்ந்துள்ளது.

சென்னை மாநகரத்தில் 16 சட்டப்பேரவைத் தொகுதிகள் அடங்கியுள்ளன. 1.1.2015-ம் தேதியை தகுதி நாளாக கொண்டு 2015-ம் ஆண்டின் வாக்காளர் பட்டியல் திருத்தும் பணி புதன்கிழமை தொடங்கியது. இதன் ஒரு பகுதியாக வரைவு வாக்காளர் பட்டியலை சென்னை மாநகராட்சி ஆணையர் விக்ரம் கபூர், நேற்று வெளியிட்டார். பின்னர் அவர் செய்தியாளர்களிடம் கூறியதாவது:
அந்தந்த வாக்குச் சாவடிகளுக்கான வாக்காளர் பட்டியல்கள், அந்தந்த வாக்குச் சாவடிகளிலேயே பொதுமக்கள் பார்வைக்கு வைக்கப்படும். இதை பொதுமக்கள் பார்வையிட்டு, தங்கள் பெயர் இடம்பெற்றதை உறுதி செய்துகொள்ள வேண்டும்.

1 ஜனவரி 2015-ம் ஆண்டு, 18 வயது நிறைவடைந்தவர்கள், சம்மந்தப்பட்ட வாக்குச்சாவடிக்குச் சென்று அதற்கான விண்ணப்பங்களை பெற்று பூர்த்தி செய்து, தங்கள் பெயர்களை பட்டியலில் சேர்க்க விண்ணப்பிக்கலாம்.

37.76 லட்சம் வாக்காளர்கள்

வரைவு வாக்காளர் பட்டியல்படி தற்போது சென்னை மாநகரத்தில் உள்ள வாக்காளர்களின் எண்ணிக்கை 37.76 லட்சமாக உயர்ந்துள்ளது. இப்பட்டியலில் 18,84,228 ஆண் வாக்காளர்களும், 18,91,519 பெண் வாக்காளர்களும், 719 இதர வாக்காளர்களும் இடம் பெற்றுள்ளனர். கடந்த ஏப்ரல் 5-ம் தேதி வெளியிடப்பட்ட வாக்காளர் பட்டியல்படி சென்னை மாநகரத்தில் 37.75 லட்சம் வாக்காளர்கள் இருந்தனர். இந்த முறை 1,086 வாக்காளர்கள் அதிகரித்துள்ளனர்.

அதிகபட்சமாக வேளச்சேரி சட்டப்பேரவைத் தொகுதியில் 2.78 லட்சம் வாக்காளர்களும், குறைந்தபட்சமாக துறைமுகம் தொகுதியில் 1.81 லட்சம் வாக்காளர்களும் உள்ளனர்.
சென்னையில் உள்ள 16 சட்டப்பேரவைத் தொகுதிகளில் துறைமுகம், விருகம்பாக்கம், தி.நகர், வேளச்சேரி ஆகிய 4 தொகுதிகளைத் தவிர மற்ற 12தொகுதிகளில் பெண் வாக்காளர்கள் அதிகமாக உள்ளனர்.

ஆன்லைனில் விண்ணப்பிக்கும் வசதி செய்யப்பட்டுள்ளது. www.election.tn.gov.in என்ற இணையதளம் மூலமாக விண்ணப்பிக்கலாம். 

மேலும் ஆன்லைனில் வாக்காளர் பட்டியலில் பெயர்களை சேர்க்கும் சேவையை வழங்க சென்னையில் உள்ள 40 இணையதள மையங்களுடன் மாநகராட்சி நிர்வாகம் புரிந்துணர்வு ஒப்பந்தம் செய்துள்ளது. 

அதை பொதுமக்கள் பயன்படுத்திக்கொள்ள வேண்டும். இந்த முறை பொதுமக்கள் அதிக அளவில் ஆன்லைனில் விண்ணப்பிக்குமாறு கேட்டுக்கொள்ளப்படுகிறது. இருப்பினும் போதுமான விண்ணப்பங்கள் இருப்பில் உள்ளன.

சிறப்பு முகாம்கள்

வாக்காளர் பட்டியலில் பெயர்களைச் சேர்க்க ஞாயிற்றுக்கிழமைகளான அக்டோபர் 26, நவம்பர் 2 ஆகிய தேதிகளில் அந்தந்த வாக்குச் சாவடிகளில் சிறப்பு முகாம்கள் நடத்தப்பட உள்ளன.

3624 வாக்குச்சாவடிகள்

மக்களவை தேர்தல் 2014-ன் போது 3,254 வாக்குச் சாவடிகள் இருந்தன. தற்போது ஒவ்வொரு வாக்குச் சாவடியிலும் 1400வாக்காளர்களுக்கு மிகாமல் வாக்குச் சாவடிகள் சீரமைக்கப்பட்டு கூடுதலாக 370 வாக்குச்சாவடிகள் உருவாக்கப்பட்டுள்ளன. 

அதைத் தொடர்ந்து சென்னை மாநகர வாக்குச் சாவடிகளின் எண்ணிக்கை 3,624 ஆக உயர்ந்துள்ளன. இவ்வாறு விக்ரம் கபூர் தெரிவித்தார்.

Vignettes of villages: The making of Madras

What was Madras before it became the city we now know? 
There is a lot to explore, if one decides to walk down the farthest corners of a city’s history. 
There were many villages like Mylapore, Triplicane, Thiruvotriyur, Pallavaram, Poonamallee and Egmore that existed in different forms before they melded into the expanding city of Madrasapatnam.
The Early History Of The Madras Region by K.V. Raman explores this area from the Palaeolithic Age.
 Much later, during the Sangam Age, we find that this region, along with modern-day Chingleput, South Arcot and North Arcot came under two divisions — Aruvanadu and Aaruvavadatalainadu.
 These divisions came to be called Tondaimandalam or Tondainadu, after the conquest of Tondaiman Ilam Tiraiyan, who lived around the same time as Karikala Chola.
In the Mackenzie Collections: A Descriptive Catalogue of The Oriental Manuscripts and Other Articles Illustrative Of The Literature, History, Statistics And Antiquities Of the South of India, it is said that Tondaimandalam was first home to the Kurumbas, or wild tribesmen, who are also mentioned in thePurananuru as being war-like people.
 K.V. Raman writes that the Kurumbas had their headquarters in Puzhal Kottam (modern-day Puzhal) and most of today’s Madras falls under it.
Triplicane
The greatest source of information about the ancient village of Triplicane comes from works of the Vaishnavite Alvars, who not just sang extensively about the 8th Century Parthasarathy Swami temple but also about the area, its inhabitants and their culture.

Chennai by Rina Kamath also reiterates this and adds that inscriptions from the temple suggest that the main temple was built first by a Pallava king in the 8th Century and later additions were made by the Cholas and Vijaynagar Empire.
 Although there is another school of thought that says that the temple was already there during the 8th Century and that the kings only reconstructed it. Triplicane itself was a tulasi forest with a lily pond. A whole village lived in this vicinity.
In K.V. Raman’s book, we note that Pey Alvar, a contemporary of Budattalvar, picturesquely describes Triplicane and its temple saying that the corals and pearls that are left behind by the sea, like bright lights, illuminate the whole of Thiruvallikeni in the evenings. 
This is where the reference to the sacred lily tank comes from, and also the reference of Triplicane being near the sea. If the town is named after a tank, it means that the temple and its tank formed the nucleus around which a town evolved.
Raman also says that a Sanskrit work of the 17th Century Viswagunadarsha by Venkatadhvari, calls Triplicane Kairavani.
 The famous Pasurams of Thirumangai Alvar, on the other hand, give an insight into the inhabitants of Triplicane. 
He describes Mayilai- Thiruvallikeni as a place possessing storied buildings. A Thennan Tondaiyarkon is credited for having built those buildings, rampart walls, gardens, pavilions and more. While the exact identity of the Tondaiyar is unknown, Raman contemplates that it must have been either Pallava king Nandivarman Pallavamalla or his son Dantivarman (who reigned over the area).
Mylapore

Mylapore was not just a town of peacocks but a city of many names. Marco Polo described it as a ‘little town’, John De Marignolli called it ‘Mirapolis’, a Catalan map dating back to the 14th Century called it Mirapor, Nicolo Conti (who visited in the 15th Century) named it Malepur, the Arabs called it Maila and Greco-Roman geographer Ptolemy wrote about an important place on the south coast called Maillarpha.
 Of the Nayanmars, Appar calls it Mayilappil and Sambandar calls it Madamayilai. Sekilar in Periyapuranam calls it Thirumayilapuri.
 In all, it seems that this city was an active ancient trade port visited by explorers and traders from all over the world.
The Early History Of The Madras Region says that Nayanmars, Appar, Sambandar and Sundarar, who lived in the 7th and 8th centuries, sang about Mylapore, according to the Periyapuranam
There are, of course, contentions as to whether the ancient Kapaleeswar temple that is situated in present-day Mylapore was located closer to the sea. It is said that the temple that stands now dates back only three centuries.
 K.V. Raman says that the structures of the present temple, including the kalyana mandapa, judged from the corbels, seem to belong to the late Vijayanagar period (16th or 17th Century). He also says that, even though the temple was visited and sung about by the Thevaram composers, there are no old inscriptions in the temple.
 Arungirinathar, the author of Thiruppugazh, refers to the temple as being situated near the sea. And so, Raman concludes that the old temple might have been abandoned due to encroachment of the sea.
An epigraph dating back to the Chola period states that Mylapore once had a street named Madavidipeerunderu.
 A 12th Century inscription mentions Mylapore as Mayilarppil (the majestic strut of a peacock). Post this reference, Mylapore was associated with peacocks. 
The streets are praised for their palatial buildings in religious literature. Raman notes that it must have been a rich town since he who sings about it spoke in glowing terms about the beautiful mansions and the general prosperity.
 Sambandar, in Pumpavai Padikam, talks about the festivals celebrated there. He mentions that the people of Mylapore would take a bath in the sea on Masi Magam (which is still observed).

A recent article in The Hindu’s BusinessLine that drew attention to a woman painter in early 19th Century India reminded me that her meticulous watercolours of birds of Madras not only pre-dated by twenty years the work of perhaps the most famous bird artist of all time, James Audubon, an American, but were also of a quality that enabled viewers to speak of them in the same breath as Audubon’s creations.
 Sadly, her work vanished from the public eye in 1808 and did not come to light again till 1924, by which time there was no shaking Audubon’s reputation. Today, Lady Elizabeth Gwillim’s 121 bird paintings are in the Blacker-Wood Library of McGill University, Montreal, Canada, but not on display. 
The public, therefore, do not have the chance to see the watercolours that have been described as “the finest ever done of Asian birds”.
Elizabeth Symonds, the daughter of an architect, was not known as an artist when she met and married a barrister, Henry Gwillim, who went on to become the Chief Justice of the Isles of Ely, was knighted and then was appointed one of the three justices of the first Supreme Court of Madras.
 The Gwillims arrived in Madras in 1801, accompanied by her Ladyship’s most eligible sister Mary.
 It was in Madras that Lady Elizabeth began to paint in earnest, her work, according to experts, reflecting enormous patience and considerable powers of observation, besides much talent and a “saucy” sense of humour.
It was after tiring of the social whirl of the Madras of the day that Elizabeth and her sister began to spend time in the countryside around the city painting.
 While Elizabeth painted birds, Mary painted fish and flowers. Meanwhile, in the Madras courts, Sir Henry was proving a most quarrelsome member of the judiciary.
Justice Gwillim not only had “violent” disagreements with Sir Thomas Strange, the Chief Justice, and his fellow Puisne Justice, Benjamin Sullivan, but also with the Governor, Lord William Bentinck. 
After the Vellore Mutiny of 1806, Government created a regular police force. When there was a riot in the grain bazaar in Madras and this force tried to put it down, Gwillim had the policemen arrested! 
He held that the police force had been created without the permission of the Supreme Court. Not long after, when an Indian was arrested on a criminal charge, Gwillim admitted a motion of habeas corpus and turned his ire on the Superintendent of Police and the Advocate General. 
Not content with this, he wrote to the Cabinet in England, saying, among other things, “Can these outrages be sanctioned by a Bentinck, by one of that family so illustrious in the cause of liberty? It is impossible! None of the noble blood of the Cavendishes (the Bentinck family) can flow in the veins of this man. He must be some spurious changeling that has been palmed (off) upon that noble family and contaminated it…. What! put a soldier to act as the head of the Police where he is to deprive men of his liberties?... Not one of us is safe. We are living under a complete military despotism…”
The battle between Gwillim and the Chief Justice as well as with the Governor and Government went on for months before the Lords of the Privy Council ordered that he be removed from the Bench.
The behaviour of her husband must have tested the patience of Lady Elizabeth throughout their years in Madras.
 Maybe that’s why she turned to nature and painting for solace.
 But in the end, perhaps even that was not enough, for she died shortly before her husband’s dismissal and was buried on the Island, in the cemetery of St. Mary’s in the Fort.
 Her death left an unanswered question and, therefore, a mystery: 
She died of “unknown causes”, was what the official record stated.

Scrap to Art: Shape of things to come



As one of two artists chosen for the Rashtrapati Bhavan’s ‘In-Residence Programme’, Chennai-based Rahool Saksena speaks about his days in the President’s house and seeing art in the discarded

Rahool Saksena is still a little breathless from the whirlwind the last three weeks of his life has been. 

From the moment he stepped off the Delhi-bound flight, and was whizzed past the city’s tight traffic as a State Guest, to when he stepped into Rashtrapati Bhavan as one of two artists chosen nationwide for its ‘In-Residence Programme’, dined with the President and gifted him his art, Rahool’s days have been filled with moments of awe.

 For a boy who grew up watching the stars, learning of rocks from his geologist father, and went on to exchange a 15-year corporate career for the life of an artist, there could be no greater validation for following “the song in his heart.”
Rahool first heeded that quiet call as a child, crafting and pruning bonsai plants. Years later, in memory of one of his cherished pieces that withered away, he fashioned a replica, this time, immortalising it as a lampshade, its stand resembling the bonsai’s stem, shedding light on a little four-legged animal, all of which was carved from roots picked up at construction sites in Vasant Kunj, Delhi.

 And therein lies Rahool’s expertise: to take the scrap of the world and turn it into art. From discarded bangles to coconut shells, food grains and chillies, wax and paper, Rahool’s eyes see possibility everywhere.

At the Rashtrapati Bhavan’s premises too, he nearly stalled an official tour to pick up a discarded piece of wood that resembled a peacock’s head to him. “Sometimes, it’s the things I see that spark the idea for a piece; at other times, I’ve got the idea in my head and I’m hunting for that exact material to suit it,” he says.

It is in this perfect blend of diverse media that Rahool finds great joy. His gift to the President, for instance, was ‘Nritya’, a dancing peacock, its crown and beak gold-plated, with feathers of fused glass, set against a backdrop of rain carved into wood, and framed in raw silk.

 It was Rahool’s ode to the peacock apartments that he was housed in at the Rashtrapati Bhavan, the peacock golf course around him, the peacock dining room and all the live peacocks that peopled his weeks there. The programme’s purpose was to demystify the Rashtrapati Bhavan for common citizens, and open its hallowed precincts to inspire art.
Thus, as exciting as watching a film at the President’s private theatre and sitting beside sculptures of freedom fighters was, Rahool treasures his time in the Rashtrapati Bhavan’s many museums, soaking in the splendour and grandeur of the best of art from around the world. 

His time there concluded with an exhibition of his pieces for State eyes only, which was replicated as ‘Re.Play’ at Delhi’s Lalit Kala Akademi for the public.
‘Re.Play’, which Rahool hopes to showcase in Chennai too, soon, spanned the width of his artistic career thus far.

 All through his time with various multinational companies, which peaked as Creative Director of O&M, Rahool rummaged through abandoned or leftover fragments of metal, wood and glass to repurpose into quirky pieces of art. In 2002, he finally gathered his guts, quit the corporate world and plunged fully into art.

 It was in this early season that Rahool made a name for himself with his signature lamps, pieced together with everything from black pepper pods and cans to ceramic and twisted metal, and sold at oddly numbered rates, the dividends of which went to different causes. “The lamps were a way to spread light, both physical and metaphorical,” he says.

 One his most innovative pieces remains the ‘Terrarium,’ a wide-bottomed bottle that housed within it a thriving garden, fed with light from the lamp above it, and auctioned for NGO The Banyan. “There’s only one principle behind all of this,” says Rahool, “and that’s ‘Willing to experiment, allowed to fail’.”
Over the years, Rahool has also spent substantial time working on commissioned art for close to 50 corporates, such as Ford, Murugappa, and Radio Mirchi among others, designing logos, gifts and coats of arms, thus bringing together the conceptual strengths from his advertising experience, and his penchant for creativity. 

Creative satisfaction, though, comes from the passion he has for reviving crafts that generate employment. Through workshops with master craftsmen at DakshinaChitra, for example, Rahool worked on redesigning coconut shells into everything from pen stands to mobile holders, and creating souvenirs from palm leaves, a project he wants to carry forward today.

 His days, now, are spent in shifting workspaces, from glass factories, and carpentry shops to granite sculptors looking for material that will fuel his future plans: public sculptures of the trash gathered from Chennai’s streets. 

In the meanwhile, he hopes to work with children, inspiring them, just as he did, to follow the song in their hearts.

வலை வாசம்: குடிப்பதற்குச் சில டாலர்கள்...


அமெரிக்கா பணக்கார நாடு, முதலாளித்துவ நாடு என்பதெல்லாம் நம் அனைவருக்கும் தெரியும். இங்குள்ளவருக்கு மூன்று கொள்கைகள் உண்டு.

(1) பணம், (2) பணம், (3) பணம். இங்கே உள்ள ஏற்றத்தாழ்வின் விளைவாக, கணிசமான பிச்சைக்காரர்களும் இங்கு உண்டு.

நியூயார்க் நகரின் சப்வே மற்றும் டிராஃபிக் சிக்னல்களில் பிச்சைக்காரர்கள் சிலரைப் பார்க்கலாம். மாற்றுத்திறனாளிகள் முதல் இசைக் கலைஞர்கள் வரை பிச்சைக்காரர்களில் பலவிதம் உண்டு. இவர்களில் சிலர் முன்னாள் ராணுவத்தினர் என்று சொல்வதை நம்புவதா இல்லையா என்று தெரியாது. காலையில் ஆரம்பித்து மாலைக்குள் சில சமயங்களில் நூறு டாலருக்கு மேல் சம்பாதித்துவிடுவார்கள் இந்தப் பிச்சைக்காரர்கள்.

பள்ளி அல்லது கல்லூரிப் படிப்பைப் பாதியில் விட்டுவிட்டு பிச்சை எடுக்கும் இளைஞர்களையும் பார்க்க முடியும். நான்கைந்து பேர் வந்து, டேப்ரிக்கார்டரைப் போட்டுவிட்டு, பிரேக் டான்ஸ் அல்லது சில சாகச நிகழ்ச்சிகளைச் செய்து காண்பிப்பார்கள். சப்வேயின் குறுகிய இடத்தில் அவர்கள் வெகு வேகமாக சர்க்கஸ் வேலை செய்யும்போது நம்மேல் விழுந்துவிடுவார்களோ என்று பயமாக இருக்கும்.

தனியாகவோ அல்லது குழுவாகவோ வந்து பாட்டுப் பாடி பிச்சை எடுப்பவர்கள் அதிகம். தனிமையாக வந்து சிலர் பாடுவது சகிக்காது. காசு கொடுத்து அவர்களை விரைவாக நகர்த்த வேண்டிவரும். சில இசை வாத்தியக்காரர்களின் திறமை ஆச்சரியமூட்டும். குறிப்பாக, ஹாலோ கிடாரில் ஒரு வெள்ளைக்காரன் விரல்களால் பிளக்கிங் பண்ணுவது மிக அருமையாக இருக்கும். ஒரு கொரிய சிறுவன், கேசியோ கீபோர்டில் அநாயசமாக வாசிப்பான். ஒரு ஆப்பிரிக்க இன இளைஞன் டிரம்ஸில் தனி ஆவர்த்தனம் வாசிப்பான்.

மிரட்டிய இந்திய முகம்

ஒரு நாள் மாலை அலுவலகம் முடிந்து, பேருந்துக்காக சட்பின் புல்வர்டில் காத்திருந்தபோது, இந்திய சாயல் கொண்ட பிச்சைக்காரன் ஒருவன் அருகில் வந்து “மலையாளியோ?” என்றான். கண்கள் சிவந்திருந்தது. “இல்லை” என்றேன். அவன் விடவில்லை, “பின்ன எந்த ஊர்” என்றான். சென்னை என்றதும், “ஓ தமிழா? எனக்கு நிறைய தமிழ் நண்பர்கள் இருக்கிறார்கள்” என்று சொல்லி “அவசரமாக ஒரு பத்து டாலர் வேண்டும்” என்றான். 

வாலட்டை எடுத்து ஒரு டாலர் தரலாம் என்று பார்த்தால் 20 டாலர் நோட்டுகள் மட்டும் இருந்தன. குடித்து அழிபவனுக்கு 20 டாலர் கொடுக்க மனம் வரவில்லை என்பதால், சில்லறை இல்லை என்றேன்.

முறைத்துப் பார்த்த அவன் “வாலட்டை என்னிடம் காட்டு” என்றான். என்னுடைய எல்லா எச்சரிக்கை செல்களும் விழித்துக்கொள்ள உடல் பதறி, மறைத்தேன். அதற்குள் பஸ் வந்துவிட விரைந்து ஏறினேன். அவனும் பின்னால் ஏறி, கெட்ட வார்த்தைகளில் திட்ட ஆரம்பித்தான். 

எனக்கு அவமானமாகவும் ஆத்திரமாகவும் இருந்தது. என்னைக் கொன்றுவிடுவதாக வேறு சவால் விட்டுக்கொண்டிருந்தான். சக பயணிகள் வெறுமனே வேடிக்கை பார்த்துக்கொண்டிருந்தனர்.

அடுத்த நிறுத்தத்தில் சட்டென்று இறங்கி ஒரு கடையில் சென்று மறைந்தேன். அவனும் இறங்கி என்னைத் தேடிக் காணாமல் திரும்பிப் போய்விட்டான். 

அதன் பின், சட்பின் புல்வர்டு அருகில் முழு போதையுடன் அவன் நிற்பதைப் பார்த்திருக்கிறேன். வேறு பாதையில் மறைந்து சென்றுவிடுவேன்.

சில நாட்களுக்கு முன் இரவு சப்வேயை விட்டு வெளிவரும்போது அதே இடத்தில் நியூயார்க் நகர போலீஸ் கார் அருகில் நிற்க, ஆம்புலன்ஸில் ஏற்றிக்கொண்டிருந்த உடலைப் பார்த்துத் திடுக்கிட்டேன். 

என்னை மிரட்டிய நபர்தான் அது. அந்த மனிதனின் முடிவை எண்ணி ஒரு நிமிடம் கலங்கி நின்றேன்.
